Sanction

Who signs a scheme, and in what order

A scheme is not real because somebody drew it. It becomes real when a named body signs it under a named section of a named Act. This page follows that chain for Dholera, and shows how few links of it are actually documented.

Two Acts do the work here. The Gujarat Town Planning and Urban Development Act, 1976 is the law that lets a scheme be made at all. The Gujarat Special Investment Region Act, 2009 is what puts Dholera under a special authority instead of the ordinary local one.

The body that signs is the Apex Authority of the Special Investment Region, which sits inside the Gujarat Infrastructure Development Board in Gandhinagar. The officer who carries a sanctioned scheme through on the ground is the Town Planning Officer.

Only two signed orders exist across all eight Dholera scheme records, and one of those two breaks off mid sentence. That is the real state of the paperwork, and it is the reason this page is short.

The one complete sanction we hold

Scheme 3 is the only Dholera scheme in our documents with a full signed sanction from beginning to end. It is worth reading closely, because everything anybody says about how Dholera land pooling works traces back to this single order.

The order that stops mid sentence

The scheme 1 gazette page in our set ends part way through the operative sentence, at the words Apex Authority (GIDB) hereby. Whatever the authority did next is on a continuation page nobody supplied.

So this site does not say scheme 1 was sanctioned. It says we hold a gazette page that begins to say so and then stops. The difference between those two statements is the whole point of this site.

notif_dtps1.pdf is a single gazette page that ends mid-sentence at 'Apex Authority (GIDB) hereby.' The operative sanctioning clause is on a continuation page (gazette folio 323-2) which is not present in the supplied file, so no sanction is asserted here for Scheme 1.

Half of the eight have no stage stated at all. That is not an oversight in our reading: those four exist in our documents purely as a row in the Development Plan's table, with no scheme drawing and no order behind them.
