The land the scheme leaves alone
Not everything inside a town planning scheme has a share taken out of it. One Dholera sanction names a short list of exempt land, and it names one individual pond. This page is that list, and the limits of it.
When a scheme takes its share of land, some categories are meant to be left alone. The reasoning is not hard to follow: you cannot redraw a burial ground into a road, and grazing land is held for the village rather than by an individual.
The exemption below comes from one sentence in one sanction, for scheme 3, dated 24 October 2013. It is not a general rule we found stated for the whole region, and this page does not present it as one.
What the sanction exempts
Maintain average 50% deduction except gauchar land, water bodies, religious places, burial ground, kabrastan, crematorium and samshan.

Average deduction across the scheme is 50 per cent. Gauchar (village grazing) land, water bodies, religious places, burial ground, kabrastan, crematorium and samshan are excepted from that deduction.

The one plot named individually
Across every document behind this site, exactly one piece of land is singled out by its own number and given its own instruction. It is a pond in the village of Otariya, and the order directs that it be checked and handed back with nothing taken from it.

The limits of this exemption
- It comes from one sanction, for scheme 3. No equivalent exemption for any other Dholera scheme is in our documents.
- Gauchar is named but never defined. Nothing we hold says who holds gauchar land, how it is recorded, or what may be done with it.
- No document lists which specific parcels fall into any of these categories, apart from the one pond.
- Exempt from the deduction is not the same as outside the scheme. The sentence concerns what is taken, not where the boundary runs.
